This checklist is for facility teams and property managers staring at a temperature alarm at 4 p.m. on a Friday. Seven steps, roughly 25 minutes if you move fast. It won't fix a failed compressor. What it will do is keep you from paying a technician $300 for the privilege of flipping a breaker and resetting a thermostat.

Quick context on who's writing this: I'm a procurement manager at a regional facilities management company of about 200 people. I've managed our cooling maintenance and equipment budget — around $240,000 annually — for seven years, and every invoice goes into our cost tracking system. I've paid for more stupid emergency calls than I'd like to admit, and I've dodged plenty I could have dodged.

What you need on hand: a temperature probe or IR gun, a pen, your phone camera (for alarm codes), and a portable fan if you've got one. That's it.

Step 1: Check the thermostat — before you touch anything else (2 minutes)

The single most common “cooling failure” we've paid a call-out fee for turned out to be a thermostat in the wrong mode or a schedule override. Last month someone flagged a conference room running hot. The wall thermostat was set to “fan only” with the fan on continuous. The system was blowing room-temperature air for four hours while everyone blamed the cooling.

On a Johnson Controls wall thermostat, walk through these menus in order: system mode, fan mode, setpoint, schedule, and occupancy status. If you see “fan: continuous” under “system: cool,” you'll get air movement with no cooling — that's the “blowing cold air” illusion right there.

On a Google Nest thermostat, pull up the app rather than just the dial. Check whether Eco Temperatures took over your setpoint, and review maintenance reminders and schedule overrides. Nest's Eco mode drops setpoints when it doesn't detect anyone. In a small server closet or a weekend-empty retail floor, that triggers normally — on purpose, not as a fault.

Checkpoint: The thermostat shows “cool,” the setpoint is at least 3°F below the room temperature, and after about two minutes you feel cold air at the supply vent.

Step 2: Split “not cooling” from “not running” (3 minutes)

This is the step most people skip, and it's the one they regret skipping. There are only two answers: no air moving, or air moving but not cold. Those point in completely different directions, so figure out which one you have.

No airflow usually means a blower, transformer, breaker, or control circuit. Airflow without cooling points toward refrigerant, coils, filters, or the compressor. Just knowing which bucket you're in changes the phone call — and dispatchers quote differently when you sound like you know what you're describing.

Checkpoint: You can state, in one sentence, which of the two you're dealing with.

Step 3: Measure temperature instead of guessing (5 minutes)

“Feels cold” tells you nothing. Take an IR reading at the return and at the farthest supply vent. On a working system you should see a split in the 15–20°F range — roughly 8–11°C. If it's smaller than that, you're probably looking at airflow or refrigerant, not the thermostat.

When I've ruled out airflow and still can't tell what's going on, I put a portable fan — the battery-powered kind like Ryobi's line, popular with our techs because there's no cord to run — near the return and check how much air is actually being pulled. Crude, but more reliable than holding a hand up to a diffuser.

That same fan can keep a sensitive area limping along while you wait for a part. It is not a fix. It's triage. But triage beats sweating next to a rack of equipment.

Step 4: If it's an ice maker, run these before you call anyone (5 minutes)

“Why is my ice maker not making ice” is the kind of question that gets people to pick up the phone immediately. Most of the time the cause is boring:

  • Water supply valve shut off or crimped
  • Filter past its change date (pressure drop starves the fill cycle)
  • Freezer temperature drifted above 15°F — most units need 0–5°F to cycle properly
  • Supply line frozen solid
  • Ice ejector arm stuck in the up position, or a bad sensing switch

Worth flagging: if the ice maker sits in a commercial building, a stopped ice maker can be the first thing to complain about a whole-building condition. Reduced flow or elevated supply-water temperature affects every water-cooled piece of equipment sharing that supply. The ice maker just happens to complain loudest.

Step 5: Read the alarm on the equipment, not on your phone (5 minutes)

For chillers — Johnson Controls units included — the controller will throw an alarm code pointing at something specific: flow fault, low pressure, high pressure, discharge temp, and so on. Don't just hit Clear and walk away. Photograph the code and note the leaving water temperature, entering water temperature, and condenser flow if you can see them.

I learned this one the hard way. I cleared an alarm three times without logging anything, and it took three service visits to sort out because nobody knew which code fired first. We now require photos. Fix time on repeat alarms dropped after that — I'm not 100% sure by how much, but the pattern was obvious.

Step 6: Do the math before you make the call (5 minutes)

This is where the cost-control brain kicks in. Write down three numbers:

  1. What the repair likely costs at your contract rate
  2. What the downtime costs per hour you stay broken
  3. What a temporary workaround costs (spot coolers, rental, relocating things that can't get hot)

Once number two is on paper, the rush premium looks different. In 2023 we spent 45 minutes arguing over a $280 expedite fee for an overnight refrigeration repair, trying to save the fee. We lost the argument with ourselves. By the next morning a $21,000 event was sitting in a 90-degree banquet space. The $280 was not the expensive part of that story.

To be fair, I get why rush fees feel like gouging. Sometimes they are. But most of the time you're buying certainty, not speed. A predictable arrival window has operational cost, because someone has to hold capacity for the people who pay for it.

Step 7: Ask for a guaranteed arrival time, not a window (2 minutes)

“We'll be there between 8 a.m. and 1 p.m.” is not a commitment. It's a placeholder. Ask instead: “What's your next guaranteed arrival, and what does the premium cost to be here within 90 minutes?” Then do the arithmetic yourself.

Here's the thing worth internalizing: an uncertain cheap option is more expensive than a certain one. The rush fee buys certainty, not speed. A five-hour arrival window means your whole day is unusable for scheduling. A guaranteed 90-minute arrival means you can tell the event coordinator, tell the night shift, and plan a fallback.

Missing the deadline costs far more than the expedite fee. That's the line I wrote into our vendor policy after the banquet-space incident.

I got burned on this personally, too. I knew I should get the arrival time in writing on the work order, but I figured we'd worked together for years. That was the one time the verbal agreement got forgotten, and we waited six hours. Everything is written now. No exceptions.

Notes and common mistakes

  • Don't reset the breaker repeatedly. Reset once, see if it holds. If it trips again, something is wrong. Every reset erases a little more of the evidence about what the original fault was.
  • Don't accept a vague arrival window if you have a decision to make — either pay for certainty or plan around the worst case honestly.
  • Don't assume “same model” means the same part. Build-year variations regularly won't interchange. That cost me $400 and two days of cooling, twice.
  • Don't skip the final walkthrough. After the tech leaves, re-measure the supply temperature and confirm the work order status in your system. We skipped that once and found the same alarm back twelve days later.
  • Don't ignore the ice maker as a building signal. If multiple water-cooled pieces of equipment are acting up at once, check supply-water temperature and pressure before you call for service.
  • Rates change — verify before you budget. The numbers I'm using are from our 2024 contract terms. Yours will differ, sometimes significantly.

That's the whole list. Seven steps, then your judgment call. If it saves you one unnecessary service call, the checklist has paid for itself.
